Research:
Mapping of digital accessibility and pedagogy at Skatteverket



Summary: Improve the digital accessibility of the Skatteverket by by reviewing the current digital files that are being downloaded by both businesses and private individuals for their use. 

Result: Mapped out the most downloaded digital public files by users at Skatteverket during 2022. This information will be used for future evaluation and improvement of the authority's digital accessibility and pedagogy.

Insights: In my research, I found that accessibility is an important area that is becoming increasingly vital to disseminate knowledge about and work towards. Both the public and private sectors will need to take responsibility to meet the accessibility requirements outlined in WCAG. 

Background

Skatteverket is an independent authority with primary responsibilities including tax collection, population register management, estate record registration, and acting as a state creditor.

Skatteverket significantly influences the daily lives of individuals and entrepreneurs. The UX department leads accessibility efforts and drives assignments across the organization.

Problem statement 

Over a thousand public digital services since the 2000s, which are still in use and downloaded today by both businesses and private individuals, do not fully meet accessibility requirements. 

As an authority, you are audited by DIGG (the authority for digital administration), and failure to meet the requirements can result in rejection.



Solution

I conducted thorough research using Matomo Analytics and internal meetings to identify Skatteverket's most downloaded document files in 2022. 

Sharing these findings, insights, and mapping results with the accessibility team will aid their future assessment of these files, enhancing digital accessibility and educational efforts for the authority. 



Research 

I engaged in internal meetings with the accessibility team, Communications, and IT departments to understand the project's scope. I coordinated with the Web Editorial department to access the Matomo Analytics database. 

My objective was to analyze the top downloaded public documents at Skatteverket in 2022, often lacking in accessibility compliance. Mapping and assessing these popular files aimed to enhance their accessibility, ensuring alignment with authority standard. 


I utilized the Matomo Analytics program and discovered something unexpected: the public files were stored in two different locations with varying numbers of unique downloads: "www.skatteverket.se" and "skatteveret.se". 



I chose the top 10 downloaded files of 2022 from both locations (totaling 20).
While reviewing these places, I noticed instances where multiple files had the same content and ID number, but different URLs and unique download counts...


...Or there were cases of identical content, the same URL (location), but differing ID numbers and unique download counts. 




I pondered why is this the case, and what's causing such a substantial gap in unique downloads for identical files? 




Created a new ranking of the top 10 most downloaded files at Skatteverket in 2022 by counting unique downloads of files with the same content, irrespective of varying ID numbers or URLs. 


Organized internal meetings and conducted interviews about these files. During these sessions, I engaged with and identified the responsible parties for these files, aiming to gain insights into their design and whether accessibility had been considered during their creation.

Using the collected information and data, I presented my mapping work and its outcomes in an Excel format to my accessibility team. The team responded with satisfaction and a touch of surprise regarding the discoveries. I handed over my work for their continued assessment of the accessibility and educational aspects of these files.
